How to deal with lazy and irresponsible people at office

I am sure most of the people face this problem at the work place. Sometimes you need some information for your project and you send an email to the concerned person but he doesn't reply to your email. Even if you try to contact them via office chat system or call them, they will either not respond or just procrastinate.

In my particular case I am just an intern and most of the time I need some information from the managers or senior managers and they don't reply which in turn delays my work and my manager will be standing on my head.

What to do in such kind of situation? Probably after several trials I should escalate the issue and keep the concerned person's manager in the loop by sending an email and keeping him in cc. But I still hesitate as I am just an intern!! What should be the threshold level?
